Concept project · Garafía, La Palma

Rural Innovation Hub

The most isolated corner of La Palma, reimagined as an innovation hub under the cleanest sky in Europe. No overcrowding. Paid for by those who come, not by the locals.

Concept: TAGALGEN · scroll

01 · The challenge

Far from everything, for real.

Garafía is the far north of La Palma: fourteen villages scattered across ravines and cliffs, linked by a single winding road. Here, every doctor's appointment, every errand and every shopping trip begins with a journey.

The problem isn't the distance. It's having to choose between living here and living a normal life.

02 · The vision

Not bringing in people. Bringing in what was missing.

TAGALGEN takes its name from the aboriginal canton that almost matched today's municipality. It promises no more tourism and no skyscrapers: it proposes bringing services, jobs and connectivity to the village without overcrowding it.

The key: those who come to create and to research pay for what the locals should never have to. Like the Roque Observatory, which brought a road and science without charging anyone for it.

03 · The proposal

Four Roques and one village.

Four hubs of activity tucked into the landscape, and one new village that ties them into the life of the community. Without touching any of the fourteen.

Roque del Cielo · Sky

Astronomy

Next to the Roque de los Muchachos Observatory: science and astrotourism under the best sky in Europe.

Roque del Campo · Field

The land

La Palma cheese, Tea Wine and livestock, with a University of La Laguna campus that gives them value and a future.

Roque Tecnológico · Tech

Companies and talent

Headquarters, startups and digital nomads who want what there's plenty of here: calm, sky and fibre.

Roque Verde · Green

Nature

Low-impact trails and laurel forest, protected by the Sky Law. Quality, not quantity.

El Quince · 14+1

One new village. Not one fewer of the fourteen.

Garafía has fourteen villages and not one is touched. A small, residential one is added, on land already zoned for building, for those who come to work in the Roques and for the children of Garafía who want to come home.

A place or a project worth telling this way?

06 · The pitch

The project, slide by slide.

01 · The name

TAGALGEN

The aboriginal canton that almost matched the Garafía of today. A name carved in stone, a thousand years before this idea.

02 · The starting point≈2,000

Residents today. There were nearly 5,000 in the mid-1900s. Half of them left.

03 · The challenge

Choosing between living here and living a normal life

Every doctor's appointment, every errand and every shopping trip begins with a journey along a single winding road.

04 · The turning point

Not bringing in people. Bringing in what was missing.

Services, jobs and connectivity for the village, without overcrowding it. What crosses the road is data and boxes, not people.

05 · The proposal

Four Roques

Four hubs tucked into the landscape: sky, land, technology and nature.

06 · The village

Fourteen villages untouched. One new one.

El Quince: small and residential, on land already zoned for building. Not one fewer of the fourteen.

07 · The model

Paid for by those who come, not by the locals

Like the Roque Observatory: it brought a road and science without charging anyone for it.

08 · Mobility

A bus that comes to your door

On-demand transport, priority for medical appointments and reserved for those who live here.

09 · The network

All connected by the fibre that's already in the ground

Neighbourhood squares: a doctor by video call, a classroom, a service desk and a locker with your shopping, a short walk from home.

10 · The impactNo overcrowding

Quality, not quantity. Skilled, quiet employment, protected by the Sky Law.

11 · The first step

Start with a single village

One real square, with real numbers, before scaling up. Humble and credible.

12 · The close

So no one has to leave Garafía in order to live in Garafía

Under the best sky in Europe, protected by law.
